I have defined a Procurement Rule to move products from an Internal Location A to the Customers Location, but My Warehouse has 2 internal locations: WH:A and WH:B.

Is there a way to define a Route to look first into location A and if there aren't enough products in stock, then look in location B?

The delivery route takes the products from the location A using a procurement rule already, but what I want to do is to create a condition in which if location A doesn't have any products, take them from location B. Is it possible to do it only with push rules and procurement rules?

have you tried using the Push rule under advanced routing. It will help you exactly where the sock has to be taken.
