I've read that Odoo 9.0 is slated for release next month in June 2015. Is that still the goal?
Would it be considered stable at that time or is stabilization another step that comes later?
I'm trying to decide if I should delve into 8.0 or wait for 9.0.

There are a few suspected release dates posted around the internet and they all say june - september 2015. (for example http://www.slideshare.net/openobject/keynote02). The last time, with Odoo 8, they where a few months later though.
I'd personally wait with using Odoo 9 for atleast 3 months, I jumped directly on Odoo 8 right after it was released and it caused me quite some headaches due to some bugs.

When you say "right after it was released" do you mean around 9/18/14? The topic you're linking to refers to Odoo 8, not 9. And as for 9.0, the source is indeed available but this code is not finished yet and you run the risk of installing a version with several bugs / unfinished things in it. The database model of 9.0 is still being changed too and not yet 'locked', so its strongly adviced not to use 9.0 before the official release.
