on Odoo 13EE, FIFO costing method

We accidently valuated a initial inventory valuation before all the cost information was entered for in stock items.  Now, even with the cost information entered we have a number of instock items showing zero value on a inventory valuation report (even though a cost is entered in the item). 

We have tried changing the costing method from FIFO to standard and back to FIFO, however for some reason if the cost is updated by CSV in Odoo, Odoo doesn't post journal entries to correct the cost automatically.  We are trying to avoid updating the products manually, which seems to work. 

Can anyone recommend a better way to force a inventory re-valuation?
