We have the need (in our context) that tax 0% should still create account.move.line even with 0 amount.
Is it possible at all with Odoo 13?

In Odoo, the Tax Report is always the summarized of the amount.
In our country, tax report require use to submit in each tax line detail. So, we created detailed report from the account.move.line with the tax account code.
So, without the tax's account.move.line, it is quite difficult.
