When you create a recurring contract there is a planner in Odoo that automatically generates these costs. An example of a contract:

These costs will be generated by a scheduler named "Fleet: Generate contracts costs based on costs frequency":

Every time this planner goes off it looks at all the contracts for all vehicles. When a contract matches it will look at the costs and the recurrence and will then create a new cost under the "Costs" smart button depending on the configured costs or settings from the contract.
