Odoo 11 CE, I realised that the model 'ProcurementOrder' were no longer available, so naturally ProcurementException menu has been disappeared.
I wonder is this deprecated or moved to Enterprise edition? Any body noticed this?

You are right. there is a new procurement exception and new messaging framework.
You will get an activity as you can see in the screenshot and when you click on it will show you the error message as you can see in the bottom of the screenshot.
In some cases activity like Scheduler run and you have't configured vendor or wrong route.
- If you are selling goods and on product based on configuration if you configured wrong route then there is warning message on sales order regarding wrong route and you will not be able to perform sales until you correct your route.
- Similar if you haven't configured vendor on product and if you try to confirm sales order it gives you warning regarding.
I think Procurement Exception Messages are a very important feature for WMS,
It's really sad that such an important feature has been removed from the community.
They have not been removed. They have been improved.
