Please follow the installation directives in the official Odoo documentation. If not, you should know what you are doing.

Install linux package: python3-werkzeug and probably other requirements, see: https://github.com/odoo/odoo/blob/11.0/requirements.txt

PS. The best way is to install Odoo from linux package, see: http://nightly.odoo.com/
