Once you have enabled the option, you need to configure all products that you wish to be procured via tender by checking a box on the Inventory Tab:
When you procure a product with the Procurement method to set to Propose a call for tenders, you will see a Purchase Tender under the menu Purchases --> Purchase --> Purchase Agreement.
This is where you CONFIRM the agreement, create NEW QUOTATIONS for your Vendors, and manage the award of the Tender.

hi. i m new in odoo 13
i have problem,i do all setting in product and purchase after that i create SO and then automatically create purchase agreement but when SO has several product(items) separated "purchase agreement" created . why? i like create integrated New purchase agreement from SO.i need solution to receive my needs.

'Purchase Agreements' is nothing but the 'Purchase Tender' in odoo 10.
