This is because you have not created access rules or you are not in the right groups (for which the access rules are applied). Check the log, it will tell you if you forgot access rules.  Add yourself to the correct groups that have access permission, or create the access rules (and groups, unless rules are for base_user group) and then add yourself to those groups.

If you are saying that the menu comes from your module is not visible without activating the developer mode, then the base.group_no_one/Technical Feature group might be assigned to the menus.

So activate the developer mode and navigate to Settings -> Technical -> User Interface -> Menu Items, search your menu and see whether the above group is assigned to this, if yes, remove it from the ui or remove code and see.
