Current setup:
odoo 12 + leave management, expenses + fleet

I tried to setup leave management in a single company and I could make an leave allocation based on the employee Tag.

After creating different companies and putting employees in it, when i try to create the allocation based on the employee tag, i get 

Odoo Server Error - Access Error

The requested operation cannot be completed due to security restrictions. Please contact your system administrator.

(Document type: res.users, Operation: read)

 I tried to look (and understand).

I looked in

settings->technical->security-> access rights ->res.users

settings->users&companys->groups-> leave manager -> access rights (and added Employee Category)

I've added every company on every user (settings -> mananage access rights -> user -> allowed companies) and still get the error

I'm new to odoo and don't know if its normal behaviour or a bug.
