It is deprecated from V19 but this option is available in Purchae Orders List view.
If you want to restore back in the form view then you go with third party apps:

https://apps.odoo.com/apps/modules/19.0/cst_restore_create_bill_btn

This usually happens due to the Purchase/Accounting configuration or because the Vendor Bill OCR/upload feature is enabled in your Odoo version.

In newer Odoo versions, the “Upload Bill” button may replace “Create Bill” by default for invoice digitization workflows. You should check:

• User access rights for Accounting
• Vendor Bill OCR settings
• Purchase & Accounting module configuration
• Odoo version-specific behavior

In most cases, the “Create Bill” option can be restored through configuration or a small customization.
