I remember seeing this message several times when restoring an Odoo backup with an invalid zip file. My server is out of disk space and some of the backups will create a zip file which is not complete. If you're restoring a DB, make sure you can open the zip file. Also you can try to restore manually by importing the dump file and copy the filestore.
If you can be more specific in what you are doing maybe I can help you more. I've installed and crated hundreds of Odoo DB from 13-16 and didn't have any problem and you should exprience the same too.
