It seems that you have to EXPORT the contacts in the Contacts module to the Marketing module. Each time there are contacts added with the same tags that you filtered on, you need to expert that list again.
I first couldn't believe that this basic feature of a marketing module is missing, but it seems to be true. Is there no solution, because you can hardly call this automatization.

Not sure why you have to export contacts. Have a better look. You may not have created the filters properly.
At least, I do not export anything and the system, as long as it runs continues to add new contacts as they become available.
Check it again.
