I have 2 parallel enviroments, test and productive, in test, if a basic user wants to tag any other user, can be done easily, but in the other enviroment, an user with the same permissions, can tag only the document followers, and it can't add new users as followers, but can add partners that are not users. I can't find which rule is broken, i have checked groups, access rights and record rules, and I see no difference
