When I want to perform an inventory adjustment in version 16, I get the following validation error Quant creation is restricted, you cannot do this operation

This only happens when I add a line with a product that is not in the inventory adjustments view, if I take a product that is already in the adjustments if it allows it to be done without errors.

This error is raised when value for a not allowed field is passed to the create method of quant. In case if you have bought any custom fields from the code or from the studio this view, just remove that field from the view and see it it works.
The allowed fields are returned by this function in the code level:
_get_inventory_fields_create
