I have used the test database on premise to learn Odoo and now would like to "start over" with a brand new empty database. How can I best do that? 

For example, do I need to reinstall the software? Delete certain tables from the PostgreSQL database?

Hi,

Better you start from a new database which can be used as production. For creating new database, you can go to IP:port/web/database/manager and create a new db.

For creating you dont need to reinstall, the software, just go above link and create a new db and it will be the production database and let the current one remains as test.
