I think a intermediate support level would/could justify such an upgrade.  As a light observer of Odoo since V7 and now getting more serious about replacing the corporate ERP platform with V9, I am looking at a 6-9 month implementation.  This "zone" does not warrant the enterprise level subscription but could benefit the community, company, and myself if the step from nothing to a full embrace were available.  It would also be an easier argument to make for corporate acceptance to a new platform.
