The below is the answer of Odoo support regarding the balance is not matching on account and dashboard.
This is the expected behavior from Odoo, as the Balances on the Accounting Dashboard are made of the Last Statement Balance + Transactions Since the Last Statement:
Before v16 the Balances were matched, but due to an update on Odoo v16.0 and above, since the performance of the dashboard on database was becoming catastrophic it was updated and now it doesn't necessarily match. Especially because of this Balance in GL which has to recalculate transactions from the beginning (so you have to screen all database items every time), it was completely overkill. That's why this was modified.
Here's an explanation in case you're interested
In Odoo 16, the balance (= debit - credit) of a bank account (type = bank & liquidity) appears in two different places :
• Balance in general ledger = balance of all debit/credit journal items imputing the bank account
• Balance in the bank journal = balance of all debit/credit journal items in the bank transactions of the bank account → /!\ miscellaneous operations attributed to the bank account will not be taken into account in this balance /!\
• Consequence: If you have a miscellaneous operation (for example, the opening balance) attributed to the bank account, you will have a discrepancy between both balances. The amount will appear in the general ledger but not in the bank journal.
