When I try to send an email message to a partner it works fine. If I try to attach a file to the message, the upload never ends.

The same happens when I try to attach a file to an invoice, the upload never ends. I solve it pressing button F5. The browser refreshes and the attachment is finished. This trick does not work with an email message sent from a partner screen.
