I want to make a sign up on my website , just like on this site that the user registers . that options must be enabled or what are the steps to do so.

From settings > General Settings you will find a checkbox Allow external users to sign up
I did not read carefully enough (just read sign in instead of sign up). Your answer is the correct one.
