How to change the default no. of hour textbox value from "0" to "8"? anyone can help?

Try to inherit the javascript (located in hr_timesheet_sheet module) and make the default_value 8 instead of 0.
I'm not a javascript man, but I think you need to look for this line:
unit_amount: 0,
