Hello Wided,
You have to find the field sel_groups for the user type in the database and remove the access right for Extra Rights / Technical Features.
I did not manage to find the field from the Odoo interface but I know it's there. So let me know if you do.
If you are using Studio it's really easy select the field and remove the access right for the group Extra Rights / Technical Features.

There is no any such kind of setting to turn option on, which is available on developer mode.
I suggest a way to create new users with types(Internal, portal, public) in normal mode.
For creating Internal user: you can create new user and its by default Internal user has been created.
For creating Portal user: you can create new user from your website it will automatically set portal user.
Once you create database: you are the public user(First user [default]). (for creating public, you necessary needs to active developer mode)
