Business Scenario:
- We have a company called "ABC Company"
- There are two or more Operating units such as unit1 and Unit2 running under ABC Company. -These units are Plants, not Branches
- Same Chart Of Accounts(COA) was used for both units
- Same GST number was used for both units
- Transactions will be tracked with respect to each operating unit
- Internal Transfer between two units is also possible
- Finally, the company wants to see reports each unit-wise or consolidated wise
Questions:
1. How do we configure the company and related units(Not Branches/child companies) into Odoo 15 Enterprise and community edition?
2. How do we control unit-wise access to specific users?
3. Can we see Accounting reports data in a consolidated way?

You mentioned that your GST and COA is the same for both Units.
Therefore, you just need to create warehouse which is used for stock and production unit both.
you can create as many warehouse as you want. you have internal and external stock transfer options for every units(warehouse). you can filter your report data by selecting warehouses.

2. For give different rights to users, I suggest an app from my personal experience. it will useful.
3. Yes, there is an option in account > reporting > consolidated journals.
