I backed up my db in v9 a few days ago.  Something happened on the server and the db got blanked out!  Meaning I would go to the website ip and log in but I would get a blank odoo install for some reason.  No apps installed or anything!  Now when I try to restore I get db already exists:

So I tried restoring my backup copy and it gave me an error saying the db already existed.  So I deleted the db online and now I get this form and no matter what values I enter I get that Access Denied error:

ccess Denied error:  Because of you entered a wrong Master password. if want get the master password you just find the openerp-server.conf file. open it. there is a admin_passwd = ****give the password in the master password field..

Or just go to DB selector (0.0.0.0:8070/web/database/selector) click the "Manage databasees", -> click Restore Database button,

Enter master password, Browse the backup file, give a new name DB, then Continue.

Ok my instance was working fine on friday. Came in on Monday and logged into a blank odoo instance. No modules installed, no data. Odd thing was that the db name was still there. I have a backup from thursday which has all the data. I tried restoring it from the db manager but I got an error. I clicked on delete which should have deleted the db from my understanding. This is why I get the form to create a new one. But right now it let me through and it says db restore error: db already exists! Can I replace it?

You just try with different DB name.
