The location where Odoo looks for the requirements.txt file is documented at https://www.odoo.com/documentation/user/14.0/odoo_sh/getting_started/first_module.html#use-an-external-python-library
The file needs to be in the root folder of your repository.
/home/odoo/src/user/requirements.txt

include below details to __manifest__.py and after committing it goto Apps with debug mode on -> update applist file and update the module.
