The actual version of Odoo is 12.0, end of September we are expecting 13.0. Odoo 9.0 is not supported anymore. There is a Windows version of Odoo available, but if you have no experience installing it on IIS, it is probably not a good idea, as it is not common. You will get the best support of you use the most popular deployment which is on Ubuntu Linux.
