I am not able to get it work after installing Projects App, I notice postgres is not running.

• Error in browser:Internal Server Error.

• Error in odoo log: OperationalError: server closed the connection unexpectedly This probably means the server terminated abnormally before or while processing the request.

• Error in PostgreSQL log  Unable to receive data from the client: unrecognized winsock error 10038.

• Error in  PgAdmin III:An error has occurred: Error connecting to the server: server closed the  connection unexpectedly . This probably means the server terminated abnormally before or while processing the request. 

• Error restarting Postgres server as service  but stopped:  Error restarting Postgrest server as service:  The PostgreSQL Server 8.3 service on Local Computer started then  stopped.  Some services stop automatically if they have no work to do, for example,  the Performance Logs and Alerts service.

I've tried

• Reinstalling Odoo 10, with and without Postgress server

• checked the odoo.conf and pg_hba.conf.

• Clear browsing cache data.

• Deleting all register and data from regedit to reinstall.

Working in one-click install Odoo 10, Windows 7. 

How to fix it?
