I am trying to set up an automated action to follow up on quotation sent. Any idea how this can be set up automatically either by activity or to send an email after a number of days without a response from the customer.

Is that a feature of the Enterprise edition? I didn't find this feature in the odoo16 community Edition

You need to activate developer mode to access the menu settings > Technical
If unavailable you would need to install module ‘Automated Action Rules’ from the Apps

You can could have an automated action triggerd on a time based triggered
