Hi,

After installing the forum module, you can see a option Add a language in the bottom of the website, clicking on that you can load different languages to the db( can load the language from the back end also).

Then to switch over to other language you can click on the respective language.

To do it from the backend, you can go to Website Admin -> configuration ->  settings,

then, you can set default language here.
