how to config accounting module in order to be adapted with accounting rules in my country (Tunisia)?

I'm trying to integrate openERP in a Tunisian Company but I did not find accounting files adapted with tunisian accounting rules.
What ara the steps to add a new accounting config file? Should I change XML files or Should I make changes in Database?
How to add new configs to my openERP (version 6)?
