Scenario:

In Purchase RFQ we sent to supplier by sent by Email Button functionality.Once Supplier get the email and open this attachment of RFQ .Then Here I add a a <href>tag with name Confirm Order.When the Supplier Click on this URL,the Corresponding RFQ should convert to a PO I mean i need to invoke confirm order button action.How can I achieve this case

I added like below ,but how to pass action using URL ?
