Am using Odoo 10.
My content is dynamic. ie. Order Item line can grow from 1 to 13 items
How do you print the username(login), Memo(for additional delivery instruction) and summary totals
in a fix area just above the footer?

do you mean in qweb report then use
<span t-esc="user.name" />else you can access the user details from env, like self.env.user.name or request.env.user.name
for memo, which is accessible form object.note
