I added a new user and also added him as an employee and connected his user to his employee record. When he tries to add time to a project task, he gets the following error. Also, his employee record does not show for him under Employees and when he tried to add a timesheet, he is not on the dropdown of employees. I have looked through the Access Rights on his user and matched them to my admin user and also went into developer mode and checked out the Group permissions and under Security for Access Controls. Every change I try does not seem to fix the problem.

Does anyone know what I am missing in my setups?

Here's the error adding time to a task:

Odoo Warning - Access ErrorThe requested operation cannot be completed due to security restrictions. Please contact your system administrator. (Document type: Analytic Line, Operation: create)

I have not figured out how to resolve this. Only the administrator is able to add time for any employee. Could this be something related to being Community Edition instead of Enterprise? The product version comparison chart shows Timesheets as not available in Community Edition.
