How can I restrict certain users from creating contacts in the database?

You can do so by following these steps:
1. Activate developer mode:
2. Go to Manage users and click on that specific user:
3. Scroll down and uncheck the box "Contact Creation":
you dont want the user to create contact from this setting page or you want to restrict users from creating user in the contact module ,employee module ?
if you just want to stop them from setting then dont give them right to go to setting where Administration is located in the user page leave it blank.
