I have configured two stores in OpenERP. How can I restrict a user to access only a specific store?

look in the user's profile, access rights tab. There should be a field which allows you specificity the stores the user can access.
That depends on what you mean by store. If you mean store=company, then your advice is correct. If you mean store=shop, then this advice is not right.
