I'm simply looking for a way to give the portal authorization by default when I create a new user. Which way is the easiest ?
Should I set the authorization into my CSV ?

Hey,
change your template user rights.
Open any user in a debug mode > change 'id=1' to 2,3 or 4.
Until you find 'Default User Template'. In odoo demo it is 3: https://demo3.odoo.com/web?#id=3&view_type=form&model=res.users&action=67&menu_id=4
Put the required right. All settings their would be applied to all newly created users
