Hey guys,
You can create Ubuntu virtual machine on Microsoft Azure. Check this blog post to see how you can install Odoo on Ubuntu server hosted on Microsoft Azure.
While you can easily host on Azure you should consider using an Ubuntu environment. There is much more documentation for Ubuntu systems and about all the tutorials you find will be for Ubuntu. Windows isn't as easy for development and as stable as Ubuntu either. Just a heads up.
