When our cloud is upgraded to 17 I plan to move to on premise. Does our license come with the database or does the premise version need to be registered separately? Same issue with any apps that were included with the license that we are using, does those continue to work in both cloud and premise while we are transitioning?

If you are using odoo online then you have to purchase a different license for the odoo on-premise.
