When I'm open forum it redirect me to fr_FR locate by default:
https://www.odoo.com/fr_FR/forum
Why is that? How can I change to EN by default? When I try to change link, it automagically redirects me to fr_FR locale, PS. I'm not from France.

This sometimes happens to me as well. Once you have visited the Odoo site with the fr_FR (or any other) locale, it is stored in a Cookie (i.e., frontend_lang). Try changing fr_FR in the URL to en_EN, the Cookie will update and you should be fine again.
