User cannot create tags in forum only administrator can create even though i reduced the required karma points to zero in the backend

Hi Naresh,
I've just tested this on the latest Odoo 12.0 and it works fine out of the box. Can you update your Odoo source code? There have been some changes and fixes to forums a while ago. Also notice that the karma of the user needs to be bigger than 0 and that the configuration of your forum rights has a low enough karma treshold. I've tested with the following configuration:
