PayPal's sandbox and production environments are completely separate. The webhook you generated in sandbox mode was registered against your test account at PayPal. When you switch to production credentials, Odoo needs to register a fresh webhook with PayPal's live API as if it's the first time.

A couple of things to check before trying again:

web.base.url should point to your live, publicly accessible domain (not localhost or a staging URL). PayPal's production API will reject webhook registration for non-HTTPS or unreachable URLs.

Rather than clicking "Regenerate," try saving the production credentials first, then generating the webhook fresh. If the button is still failing, check the Odoo server logs for the exact error PayPal is returning, as it will point to whether it's a credentials issue or a URL issue.

Most likely cause: web.base.url is not a public HTTPS URL.

Go to: Settings → Technical → System Parameters → web.base.url

Change it to: https://yourdomain.com (not localhost/http)
