Im new with odoo so please be gentle. 

Im having big trouble understanding how this works. I have odoo 9 installed on local server and I populated Employees info for our organization. I would like to share that info with unregistered people over an ip address on our local network. I added some fields and make them searchable in hr app. I like how it works and I wont unregistered people (employees them self) to be able to access and search for people and theres info without making an accounts. Its on local net after all.

1. I see in apps that portal is installed, I have no clue what exactly is that, how to access setting or how to access it at all. What ever address i put in browser the log in screen comes up. (when I'm log out)

2. I installed  website add-on but how can share Employees module in it?

Im sorry but thats not even close of what I need. Like I mentioned, I need search, I need departments that I configured, I need more fields. I need employees like it is in odoo accessible by everyone...

Install the app "Team Page" (website_hr) and then you can publish your employees:
