Each leave request is created against a particular leave type.An employee should have allocated leaves for that leave types to create a new leave request. Suppose if an employee need to request for maternity leave, the employee should have leaves allocated against maternity leave or should request for leave allocation for maternity leave. So start allocating leaves before requesting for leaves.

From the warning message itself you can get the idea about why the message is shown, if you take the example of the maternity leave specified in the one of the other answer, first this type of leave should be allocated to the corresponding employees. Suppose as per the company policy the maternity leave is 30 days and for the employee to request for this leave, it should be allocated to those employees, so that they can take it as per the need.
Also while requesting the leave, make sure that it is equal or less than that of the allocated leave. As you have got 30days maternity leave and if you request a 45 days leave for the same leave type, system will throw the same message.

hi,
first of all we need to allocate leaves for employees.This can be done by going to Leaves - ->Leaves to Approve--> Leave allocation and allocate days for employees by employee tag or employee wise.
