I have a cuestión, ¿the functionality to electronic payroll is in a independent module for version 13?

Mexican payroll is not supported in standard in Odoo.
If you are talking about electronic invoicing, it is supported in Odoo Enterprise (at least in v12 and v13 and later) in standard in the module l10n_mx_edi, available here (for Odoo Enterprise customers only https://github.com/odoo/enterprise/tree/13.0/l10n_mx_edi )
Thank you for your response Fabrice, so... if i require the mexican payroll functionality is only with a develop?
