Some of the contacts in the database have email addresses used by other contacts. If I send an email to the whole list, will that email address receive multiple emails or does Odoo filter it down to only sending once per email address?

No odoo won't filter contact by email in your case Indeed mail could be sent multiple times because you've same mail id for different contacts.
So you can do some customisation for mass mail to filter contact by unique mail id.
