Yes, you can transfer database via generate support ticket via https://www.odoo.com/help with necessary details.

The standard Odoo plan does not support transferring databases between accounts. You can refer to this post - Access Odoo Database in Read-Only Mode on Standard Plan
Yes, you can do it. First, you need to download the database backup and then upload it to your server.
