In 15 there was a website setting for customer account 'On invintation' or 'Free sign up' . Setting up a B2B ecomm and need to appove new accounts.
Where has that setting gone in 16?

at the very bottom of the settings : confidentiality / customer account -> on invitation + Access to eCommerce -> connected users
