The personal lead security rule is not allowing sales own document user to change the saleperson  in crm lead

There is assign saleperson functionality in Convert to Opportunity in lead  , when own document user wants to assign his lead to another sales person, the write and read rule  , more precisely Personal Lead rule is not permitting.

Then how could the user assign , if the option is their?
