When creating a website should the theme be inside the website module

create separate theme module for that website and other websites
My point is i have many websites, is it right to create theme for each website or i can create one theme for all of them

You can create one theme for all of them and choose the right theme to use in your website (by clicking on Customize > Customize Theme).

For the sake of reuseability and proper structuring, I recommend to create a separate theme module, as Odoo also does itself.
