it used to be possible to change an account to be a category sub title in which you would not post (view only) and I would like to know how this is implemented in Odoo 10
any can help with this?

in v11 it is possible to view in hierarchy accounts using Group. You can set parent child group in account and based on group you can see in hierarchy in reporting.

I guess the green tick top left is it? there is no mouseover to tell you the purpose, neither is there on the number with the 2 arrows up and down, is this up voting?

If you re refering to hierarchical view of chart of accounts in Odoo8, its been removed from Odoo9 onwards. There are some 3rd party modules in Odoo apps in that name. You can check that
